 When prices reach very long term resistance, is it break out or fade time?

The Semi conductor index (SOX) is ON the long term resistance line, and a great place to look for long term shorts.
Stocks like: INTC, TSM, AMAT, TXN, BRCM, MU, SNDK
NOW, the SOX chart has arrived at the massive resistance, and other market indexes are poised for new highs or failure at all time high resistance, folks time time select your short stocks, if required. Wyckoff folks know to watch for a lower high before trade execution.
